Bhanwri Devi, a Sathin with the Women's Development Programme, Rajasthan was gang raped on Sept 22nd 1992 in her village Bhateri, Bassi Tehsil, Jaipur District. Bhawnri belonged to the potter community was the only household of that caste in that village along with the village being dominated by Gurjars, Brahmins (Haryana and Ballais, with the Meenas dominating in the neighbouring village of the Bhateri Panchayat. Bhanwri's story is a struggle for 25 years of trying to get justice against the gang rape that she was subjected to by the dominant community of Gurjars in her village. The rape took place to teach her a lesson and send a message in the region that anybody dare challenge the powerful, their fate will be that of Bhanwri's . Justice is still a distant dream for her as the case was acquitted in the sessions court way back in 1995 November 15th on grounds of caste and age, that inter caste gangs donot get formed, old people donot rape as their claim was the two of the rapists were over 60 years and that gang rape is unheard of in rural Rajasthan. She has been ostracised for the last 25 years except for Dalit men women with whom she has formed several groups nobody talks to her. The appeal against the horrendous order of acquittal is pending in the Rajasthan High Court, Jaipur bench since January of 1996 and we are in the 21st year of the appeal not having come up for hearing. The appeals of 1980s are being heard presently and there are more than 1400 appeals pending in the Rajasthan High Court, Jaipur bench. Although Bhanwari has not got justice, yet she has been the harbinger of change and a ray of hope in her village, in the State and nationally. The famous SC Judgement called Vishakha and others against the State of Rajasthan and others in the context of prevention of sexual harassment at workplace came in her case. It was a writ petition filed by various women's organisation specifically in the context of the Bhandari Devi case in the Supreme Court in 1992 itself, asking for guidelines for the enforcement of a sexual harassment free work place, with the onus on the employer. On August 13th 1997 the SC delivered the historic judgement. Where sexual harassment was defined as verbal, non verbal and physical violence. Along with a redressal mechanism consisting of committees with more than fifty percent women and chaired by a woman. The judgement was the law till the GOI enacted the law on the prevention, prohibition and redressal of sexual harassment of women at work place in 2013 and was enforced on December 9th 2013. In the village she has been working round the clock despite the ostracism to uplift the Dalits. The issue of access to water and land grab are very prevalent she has stood by Dalits and ensured that they get legal access and support from the women's and dalit movement. She has worked hard on issue of pensions, rations, wages in NREGA and ensured that the deserving get their due. She has become the big leader of the area, whatever be the nature of atrocity, she takes up cases and goes to the police station, district collector and others, whatever be the complained. She continues her work against child marriage and all other human rights issues. Even today Bhanwri is the inspiration of all working in Rajasthan on violence against women and other issues of human rights She has been honoured by several organisations. She got the Neerja Bhakti Award for bravery and courage in 1993. She got the Jhalakari Devi Sahitya samman in 1996, she represented India in the Beijing summit more particularly known as the world conference on women. Through the years she has been sought after by all kinds of groups, movements and lectured in Universities, institutes. Last year was given the Ambedkar puraskar by a group in South India.
